EPI International Wins $4 Million Contract with US Department of Education

New Project with the Office of Special Education Programs and the Office of Indian Education


WASHINGTON, DC —August 29, 2012 — The US Department of Education announced yesterday that EPI International (EPI), a Washington, DC-based educational research firm, has been awarded a five-year, $4 million contract through the Office of Special Education Programs (OSEP). EPI is partnered with Rockville, Maryland-based Westat on this project.

The OSEP project requires EPI/Westat to develop a web-based system to improve the efficiency and effectiveness of data collection, analysis, and reporting of data for the Scholar Data Report (SDR) and Service Obligations Tracking System (SOTS). The SDR data is required for reporting the Personnel Development Program (PDP) performance required by the Government Performance and Results Act of 1993 (GPRA), and the SOTS is necessary to track scholar/obligee service obligations as required by Part D of the “Individuals with Disabilities Education Act” (IDEA). 

A major piece of the contract is an evaluation of the Special Education Personnel Development program to determine its efficacy in meeting its goals, as well as its ability to meet service obligations. EPI/Westat will track the eligible employment of consortium scholars and obligees.

EPI/Westat will also create a consolidated website and web-based data collection system on a publicly accessible server that meets all ADA requirements

In addition, the Department also awarded EPI/Westat a contract to work with the Office of Elementary and Secondary Education’s Office of Indian Education (OIE) for use with its Indian Education Professional Development (IEPD) Discretionary Grant Program. Using knowledge and expertise gained from the initial project, EPI/Westat will extend its effort to cover requirements by OIE since both government agencies have similar needs. This is a cost effective extension of the contract to maximize the efficiency of this project.


EPI President & CEO Dr. Watson Scott Swail will serve as the Project Director for this effort, with Westat's Karen Schroll serving as the Deputy Project Director. EPI's Damian Breland is the Director of Systems and Security. The project commences September 1, 2012 and is annually renewable until 2017.
